Is Jeffrey Hunter really (spoiler)
I mean the names and attitude towards you are different and the characters never comment on it, but they look and sound simillar and when you defeat Jeremy Watcher you get an item called Jeffrey's helmet If Jeffrey Hunter is Jeremy Watcher why isn't he just called Jeffrey when you last meet? Any thoughts?

It's him. Zach mentions afterwards that he can't believe he didn't notice the ASC put a mole in his unit.

I think he was reffering to David, the one your corner in the bar shortly before the above happens

hey,in the quest under surveillance,i can't open david ward locker because it have a code a,d i am pretty much stuck here,there's no one left to talk too.

Go back and talk to David a second time and you can ask things like when he was born ect. Then you can go back and unlock it.

Yeah they're both moles. I like how the game hints at this when you discover David is a mole at the request of the Grand Master, and he tells you that this city is ridden like an infestation, you find one, there's a hundred more hidden. (something like that)

well , i actually them both alot tho. I like jeff better , he seem childish and talk alot , like Scott but less crazy.

There is a scene later in main quest when liberating technomancers that has same Jeffrey involved.

Does it play out differently if he gets killed?

I wonder if those 2 (since i spared them) would actually return at somepoint during the game....

inside the chapel? with Alan?

After playing game second time, and killing Jeffrey, scene is the same. So maybe the ASC guy there isn't Jeffrey (has same helmet and similar face).

Who cares, the people you kill or let them live, doesn't change gameplay or cutscenes at all.
