The other things I can think of from the top of my head are some graphical card setting, or if something else in the system is priority-hogging Alt+Enter combo. I'll try to look into it.
In the mean time, Windows key + '+' to open up Windows Magnifier and zoom it 200% might help -- a bit ghetto, but it's actually how I do it most of the time, heheh. Really sorry for the inconvenience!
No, it's fine hahaha. Thanks for the prompt reply! I'll try your suggestions. If it's my luck it's probably from my messing with the screen settings so I'll try it out later.
First go to window mode with <Alt>+<Enter>. Then press <Windows key>+<R> and type "magnify" (or go to start menu and find the "Magnifier" app in the "Windows Ease of Access" folder). Zoom in until the game no longer fits your screen.
This way you get a sharp non-blurry picture.
People have been bugging the GPU manufacturers to integrate this scaling method into the drivers for years with no success.

Ctrl-Command-F does not work. It will always enter fullscreen automatically after it is switched to window mode.
