Can't change language (VR & Non-VR)

Hello!

I can't change the language to other than english (e.g. german). In Non-VR there is a button on the right bottom, but the game change back to english every restart,

In VR there isn't even a button for language selection,

I've changed it in the Appdata[...]settings.dat (HasSetLanguage & SetLanguage), it stays in English no matter what I do.

Please help.
