bug, talos rucker died, game does not progress

just talked talos rucker into helping me, on my new game +, and he finally presented me with a key card to where the evidence could be found. then he died. his corpse is no where to be found, and it appears i dont have the key card he has given me, and no goons are trying to break into the room. game is not progressing atm.

tried to reload an older save but the issue remains.
