2. Use elemental damage: most shields cant block 100% of magic, fire, dark or lighting damage, you can take advantage from this and deal small amount of dmg each time the enemy blocks.
3. Try to deplete their stamina: small shields are not that stable, that means blocking eats lots of stamina, if you hit them enough times, enemies will fall and you will be able to strike them down. You can also use Ivory Warrior Ring, which reduces the stamina of blocking opponents, it will go much quicker.
This. Shields can't take hits forever. If your using a smaller sized weapon, your stamina will last longer then theres. Spam R1 and win. If your using a big weapon, you should be able to flatten them.
It Deals a good amount of dmg and gets fresh air into the combat, i recently killed 2 havelmonsters hiding behind greatshields with a rapier. Just find the right moments to use it :3

Medium/large shield: If you don't have shotel, mix your attack with guardbreak
I'm usually so happy when I see people with greatshields in bellbros. no parry spam and an easy guard break for riposte.
Alternatively just remap controls to move both forward and attack button somewre on the keyboard where they can be easily reached at the same time.
From the game point of view, if you can't guard break them use shield piecing weapons or, if they wear really heavy armor and shields, get 10+ attunement (or equip a ring or a helm that gives spell slots) and equip an acid fog pyromancy to break their rings.
