It's good, but not really?
That will basically describe everything in this game. Almost anything can be good if you have the right build for it, point and case the Ice rapier you had can do insane damage on a magic build, enchant it with magic and buff it with CMW and basically you'll kill anything in just a couple of hits.
Personally using the BK halberd at the moment with a pyro build, only lost a couple of PvP match ups at the moment basically due to the rather awesome moveset of the Halberds, so in that respect I'm sure roaring is good, but if you don't have the stats to make it REALLY worth it, it probably won't work for you.
If you're wanting a rather funny hex build sporting two Insolent maces (Which can some hexes) and can completly wreck people if you two hand them, probably more damaging then the two blue flame int build with slightly slower attacks.
TL:DR Do what you think you'll have fun with, tis amazing what weird builds you can come up with just for ♥♥♥♥♥ and giggles while still being effective.
Hm, i'd like to try it out but it's not like i'm swimming in the materials needed to max it out, so maybe Black Knight <whatever> would be a better pick, as farming twinkling feels more doable.
Dunno though, maybe i'll give it a sbhot regardless, guess will have to see how far i can upgrade it.
If you're doing a build with a black knight weapon just make sure you're gonna level it well with fire, since all the black knight weapons have innate fire damage so infusing it later with lets say dark, would make the weapon quite worse then what it would if you infused it with fire. Just as a heads up. ^^
Mm, yeah, fire it would be since have 30/30 split on int+faith which iirc should give me a very nice damage bonus indeed with the scaling (hopefully anyways).
Actually that would work rather nicely! I have the requirements to use the Black knight halberd plus 30/30 for Int/Fth as well, honestly, I practially one shot a lot of people in PvP if I either get a backstab or a counter/parry. It's a great weapon buffed with fire as well.
It looks nice but my biggest issue with the weapon is the damn weight as it's incredibly heavy + the durability is only 40 vs Black Knight Halberd which is a solid 30 points higher if i recall correctly.
And then there's the normal halberd, which only weights 5 points but obviously deals less damage so bwuh, it's a hard decision
