Not to sound cliche though, but honestly just wear anything that fits in your weight range, even if its several pieces of different sets. You would be hard pressed to find a set that has every piece be equal in power; its usually 1 or 2 pieces that are great and then the rest are worse off than something you got much earlier in the game. Armor design is still terrible in the new updated version.
Overall, armor really is pretty useless. You need to be extremly high in any given resist for it to make a difference, and for things like physical resists....it doesnt make much difference between even a rogue set and a havel set. It may save you a hit or two...but its not worth the compromise; even though you mention that you need that extra hit either way.
The only real "effective" early sets are heavy ones, like drangleic, knights, and now heides. If you just need "something" you can just buy one of the two sets for sale in majula.
or dumpster dive into the gutter for Aurous Set.
or plan C: Depopulate Iron Keep for alonne knight set (shouldn't take long as there's a million ♥♥♥♥♥♥♥ alonne knights now.)

As for beginner armor, go for Drangleic set.
