To my knowledge actually no, all armor sets npcs are wearing(that can be obtained) can be gifted via quest requirements or so forth. But the Tseldora armor can only be farmed from spider undead dudes or dropped from him, honestly you can pray to his grave whenever you happen to get a boss armor you'd be intersted in. It takes some time to get it to spawn and costs 5k souls to summon him, but you don't use him that often really in most cases.
