If you did just want to get down there (sounds like you're more interested in just getting this tech to work though), it's possible to survive the drop with the cheapest ladder (500 souls) if you have between 1000-1050 health (I had about ~8% health left, with 1083 health). It's a good compromise for limited SM characters, but at SL1 you might not be able to. There's also the option of farming the Lion Warriors in Shaded Ruins for their armor set, each part reduces fall damage (helmet is only from single spawn Golden Lion).
It's not parry-walking OP needs help with and even frame-perfect glitches, like tumble-buffing don't need low framerates. They're just potentially more consistent, if there isn't a good setup. For example, Parrywalk is easier locked at 20 or even 30, but a setup had been found, that makes it very consistent at 60FPS too.
But i digress. OP talks about a different glitch, where you parry someone near a ledge and while parried, they fall down the ledge, but you can still riposte them, which snaps you onto them and you fall down as well, while performing the riposte. It can cancel the fall damage if done right.
