Dark scales with either INT or FTH, depending on what's the lowest of the two and effectively softcaps when both are at 30. So you can just spice down hexes with higher INT or FTH requirements without loosing much of their power.
For weapons, it depends wether you only need a sidearm and want minimum STR/DEX, in which case go for the Food Soldier's Sword, a weapon with innate dark damage (Crypt Blacksword, Fume Sword, Roaring Halberd, Silverblack Spear, Silverblack Sickle) or just any powerful weapon. In that case, just infuse an Ice Rapier with dark, Dark Weapon buff, Flynn's and Old Leo Ring and you got yourself a disgustingly powerful setup.
JellyPuff's advice is really good, so I'll just add in two tidbits about weapon choice:
I've mostly seen the Roaring Halberd used by twinks, not sure how it holds up on higher levels... it's got a really good stabby moveset that makes it easy to hit with the sweetspot, though. (Halberds in general are pretty iffy in DS2 since it's easy to hit stuff with the part that does reduced damage). You make the Roaring Halberd with the Skeleton Kings' soul.
The Ice Rapier is the ultimate tryhard weapon but it's one of the best in the game in terms of power-per-weight, so if you're mostly into PvE or don't care about being regarded as honorable it's a solid pick. It drops from the basic ice soldiers in Eleum Loyce.
If you're interested in mixing hex and sorcery, there's a fun exploit where the Blue Flame weapon (drops from Leydia ghosts in Undead Crypt) can be buffed with the sorcery weapon buffs and then that buff also applies to spells cast with the Blue Flame, it's not super good for a hex build since the Blue Flame can't cast hexes but it's fun to play around with.
By the way, the best catalyst for hexers is a dark infused Sunset Staff. Felkin just gives it to you, if you have 20INT and 20FTH
