Shrine of winter doesn't open... despite me having 4,000,000 souls in NG++

I'm currently in NG++ and have 4,000,000 souls memory, but when I got to the shrine of winter, it doesn't open and tells me to "Seek mightier souls".

I literally just started NG++, went to Merchant Hag Melentia to buy a branch of yore, went straight to Shrine of Winter.

Has anyone faced this issue?

Just killed Dragonrider and nothing changed

You need to earn the required soul memory in your recent ng++, the souls from ng+ don't count in order to open the Shrine of Winter. They can be earned by consuming soul items or killing enemies.

Oh, I see!

That defeats the whole purpose of using that to skip the Four Souls. Would be far quicker to just kill them all.

I skipped most of them, but I brought with me a lot of consumable souls, spared them all from ng and ng+ for this purpose. Then I went only to Iron Keep and killed the Alonne Knights to farm the rest of needed souls.
But when you don't have so much consumables, then imo it's faster to kill all 4 bosses.
