Does the Bloodied Whip exist in SOTFS?

If it does, I can't seem to find it

There's a Notched whip for bleed damage, and a spotted whip for poison damage. Can't remember a bloodied whip though.

It tends to do more physical damage. I got it in vanilla DS2 but I can't get it here for some reason

Yes, there is (I have it on a couple characters). It's just a rare drop.

It is a "Torturer" drop (very rare).

These are the gentlemen, who block your way to the BoB Covenant in Hunstman Corpse.
