yes i know DS loves to make problems for high refresh rates. how to force it to 60? could i get something that is somewhat helpful though vs 'obscure acronym and turn this on' please, because nothing in pinned, and google search brings up nothing.

game's engine is locked at 60hz so the game is physically incapable at all of running above 60fps, trying to force it do do so might result in unexpected behaviors like physics objects going haywire or getting yeeted to space for no apparent reason.
create a github open source community to program a high refresh rate community mod

My main monitor is 144hz as well, what I did (if you got an nvidia card) is go to the nvidia panel, go to the 3D program settings, select DS2 and activate vsync, triple buffer, and cap the game at 60fps. You'll notice some input delay but thats Vsync to blame, game runs worse the better rig you have.

Weird google brought up nothing, since it's somewhat of a common issue. There are 2 ways to go about this:

Open the control panel of your graphic's card driver and change the refreshrate to 60Hz at the resolution-options.

The second, highly recommended option instead of changing your monitor's refreshrate is to just force a borderless full-screen window, by using tools, like "Borderless Gaming" or "Special K", which is the most convenient way imo. They work with many other games lacking native borderless window options as well. If you are sure, you only need this kind of workaround for DS2, use the method linked by @Rotflosaurus instead, which uses an obscure config file for this game, that achieves pretty much the same thing.

Google turned into a sea honestly, and i was surprised that its still not pinned here. I think DSFix did something like that for DS1 unless i'm confusing that with simply SP/MP.
where is the Rotflosaurus config?

I guess Steam has currently issues with displaying some usernames. But you've tried messing with that config file already.

Just get Borderless Gaming. It's only a couple bucks on Steam and DS2 is one of the reasons, this tool even exists, but there's also an older, free version on the dev's github:
https://github.com/Codeusa/Borderless-Gaming/releases

This free tool also has a borderless window-profile for DS2(SotFS):
