PvP? Not so much, because low range, slow startups and just not a very good PvP moveset.
Between the two, I'd pick the mace. Lower requirements and a bit higher damage. The morning star has bleed instead, but bleed isn't very useful at all in a weapon of this type.
The dragon route is optional. If you can't make it, carry on into the tunnel after the Dragonrider boss. You can return to the dragon and the cathedral later with higher level and gear.
And yet another alternative is to kill the Pursuer in the forest of fallen giants and continue that way, though you'll be missing an entire optional area.

After the pursuer there's a bird nest right before the dead end. Try interacting with it.
Everything is viable if you're good enough to make it viable, but it's not a weapon type that i'd recommend for a newbie to start PvPing with.
