Frigid Outskirts??!!
How am I supposed to get past this? It seems do-able until I see this building with some hollows in it.. I kill them and go forward and theres this guy in faraam armor and TWO electric zebras come out of nowhere?! Should I bring a summon to get through this? Or am I just taking the wrong route?

These zones (Frigid Outskirts, Iron Passage, Shulva Cave) are kind of special. There were the dedicated coop zones for the dlcs.
People could even get summoned into these without owning the DLC (DS2 times). That is, what are the weird statues with graves at the beginning of each dlc zone for. ("The summon signs are channeled from far away")
And you also find a buttload of npc summons in these.
In reality these are the most annoying parts, full of tyring gimmicks. Not a good selling pitch by FROM to buy the full DLC...

If you want, just post your SM and maybe someone can lead you through.

ita hard. If you want it a bit easier take the santiers spear with stone ring so you can stun the zebras.or just run and hope for the best. gl

You're going the right route, it's just meant to be a "tough but optional" area like the Cave of the dead or the Iron passage.

The horse things will only spawn in the blizzard, they will not spawn in clear weather. It's a good tactic to wait inside the buildings until the blizzard stops, then rush as straight and fast as you can towards the next building. You won't usually make the whole distance but you'll minimize the amount of time you can be aggroed by horses. Also, don't waste your time trying to kill them all, just memorize the direction and keep moving to the next building.

Yes, but just stick to the left on your approach to the last building and he won't see you.

In general keep the sun on your right when moving through the area. Especially useful during the snowstorms.

The best npc summon for this, would be maybe Vengarl. He can tank quite alot of damage.

Frankly I don't remember, I guess they do if you go back to a bonfire, but you can see where they are from inside your building, and when you run to the next try to make it far enough from them that they won't aggro. Or run past them and fight them inside the next building to minimize risk of having a horse after you at the same time / use the building as cover from the horse if you did get aggroed.

It's not that bad when you know what to do. Just run from building to building in between the blizzards. You might have to deal with 2-3 horses, and the few enemies within the buildings themselves, but the NPC-like enemies outside are easily avoided. The summons help, too.

2/3 at once?
I usually only got one per storm. The first building can be ran to without encountering any horses. The other two are far enough away that I tend to caught out in the blizzard and end up fighting one horse.

If you plan on ditching the NPCs before the boss, you can do this method:

I summoned all 3 npc phantoms, clung to the far left wall and ran for my life. I'd say the only thing worthwhile there is the ring of the living which is found near the ramp leading into the boss arena.

If you run towards the sun at the beginning and follow that wall left you'll make it there with maybe five zebras killed. They'll also only spawn one at a time.

Those gems that you can use to mark a path are your best friend here. I hope they stay where you leave them even if you die.

Somebody posted a real cool strategy if you're a mage: just cast the hush and chameleon spells and do the whole level. As long as you keep still during storms, the horses won't spawn. It's also possible to use a muffled gear and silver tokens.
