Perhaps try resting again with it on? Or take it off then put it back on again then rest again? Resting multiple times doesn't cost you anything. If it still does nothing, then I have no idea. Are you wearing anything else (rings) that increase casts as well? If one is percentage based (and the ring is), then perhaps their combined increase is not significant enough to bump the casts up to the next whole number? (I'm just guessing now)
edit: just checked with the northern ritual band (+0, +1 and +2)... and it does appear that the ring is percentage based and will not always be enough to put spell casts up to the next whole number. With the +0 one by itself it gave me the same number of casts as the hood by itself, but with both together, only 1 of them went up by one and the rest stayed the same.
If you combine one of the hoods with the Northern Ritual Band, the spell use percentage will stack additively (10% + 10% = 20%, or 30%/40% for the +1/+2 versions of the ring). This means that, upon using both the standard version of the ring and one of the hoods, a spell with one use will increase its number from 1 to 1.2, then be rounded up to 2, resulting in two spell uses. However, using both on a spell with six uses, it will increase from 6 to 7.2, then be rounded up to 8, resulting in eight spell uses."
