...ok, I've using that word way too much.
There isn't a way, though, which makes getting that spell one of the most time consuming task in the game for the miracle achievement.
On a side note, the Majula bonefire also affect the armor merchant in the village.
To get the Blue Sentinels' miracles for the achievement, you have to win bouts of PVP 500 times, and each attempt eats a consumable you can only get by winning in jolly cooperation.
The Brotherhood of Blood isn't any better: You need to not merely win 500 bouts of PVP, you need 500 NET wins, because each loss counts as a negative point.
I mean technically, you can get anything in DS2 on NG, but just look at Enderspoon's post. Even online, going to NG++ for the BoB/BS spells would be infinitely faster. It's the 2nd most ridiculous grind in the entire series. The biggest grind also being in this game: There's a ring you get for killing 1000 hosts and one for killing 1000 player invaders. But you don't need that one for any achievements.
But in DS2, you can actually skip most of the game. Not only can you just walk past most enemies, especially if they're weak to Yearn (which most hollows and beasts are), there's actually an alternative way into Drangleic Castle, that doesn't require all 4 Great Souls, allowing to skip straight into the lategame. The door to Shrine of Winter also opens, if you have aquired a certain number of souls during your current playthrough. 1 million souls + another 1 million for each game-cycle (2M on NG+, 3M on NG++, and so on).
So if you want to speed things up, make sure you have enough Ascetics, go to NG+, jump straight into the Majula Pit, kill The Rotten and keep farming him with Ascetics (2nd Gulch Bonfire) and soul-boosting gear.
The area itself is still affected by the King's Gate bonfire. Same for the perimeter of the entrance to Drangleic Castle. It even closes the gate, so you have to walk from the Ruined Forkroad, if for whatever reason, you want to kill that Crystal Lizard again or have a jab at that overpowered phantom spawning outside the castle at higher bonfire-intensities. It's just that his inventory specifically will never update using Ascetics, unlike with Maughlin.
This is normally irrelevant to most NPCs as you really don't have any reason to kill and NPC then revive them.
However since the chancellor starts as a ghost his inventory doesn't update outside of a select few circumstances or NG+.
Such as when you unlock the pre-order weapons if you didn't pre-order.
Edit: Just to avoid any confusion:
When I bring up the pre-order weapon unlock inventory update I meant that solely for the pre-order weapons.
NG+ unlocks are locked for him behind NG+ for him much to everyone chagrin.
