Unless, ofc, it was a system mistake. Then the game could still be on sale if that is the case.
Another good example: Before the 50% PtdE-owner discount had been terminated, DS:R wasn't on sale for years, due to how the implementation of that discount had been messed up. It just added the % of the discount with steam-sales, so a 40% Steam-sale resulted in 90% OFF for PtdE owners. They just never put the game on sale, after noticing this, rather than fixing the issue.
So maybe, they just forgot or don't care.
Or they just don't want more negative reviews from new players complaining about the lack of online, since Steam-sales historically cause a significant influx in new players.
