Windows Firewall is your friend. Make an outbound rule and block all connections. The game will ask you that it is now offline. No need to set Steam on offline.

You can do it in your firewall. That's what I use for offline mode.

Control Panel -> Windows Firewall -> Advanced -> Outbound rules -> New rule -> Browse darksouls2.exe and block it.

Once you made the rule, you can right click it and enable or disable it as it suits your needs.
