Is there any way to advance to Belfry Luna without a Pharros Stone?

No. It is the only way. If you are out of Pharros Stones you need to pick up another one. The easiest you probably didnt pick up yet is the one in the pit in majula. You need to buy the silvercatring from the cat then drop down. It is on the first or second ledge.

If you dont want to do it or already picked it up you probably should just progress further and return to belfry lunar later. You will find quite a lot pharros stones on your way through the game.

The Bellfries are just optional areas. Where you can go next to progress with the story depends on what you've done already.

Usually after Bastille you go to Sinner's Rise. if you've done Bastille and Rise, well then yeah, we don't know what you've done or not. The "straight" routes are usually somewhere like Hunter's Copse or Shaded Woods or maybe Grave of Saints. you choose.
