Enemy at Lost Bastille doesn't throw the barrel down

So there is that "secret" blacksmith spot near the stairs in Lost Bastille, right after the first bonfire.
I know the enemy upstairs near the barrel has to kick the barrel down and blow open the cracked wall, but he just stands there and does nothing.
I also tried to shoot him with a bow or throwing knife to make him move, but he doesn't do anything until I run up to his face, at which point he starts attacking but blows up the barrel in process.

What do I have to do? I am so confused.

Bait him away from it, and kill him where he doesn't blow up the barrel. Then nudge it down yourself by walking into it. It doesn't always work though.

I usually push it down, myself.
I don't trust the enemies to correctly "aim" the barrel.

he only kicks it down if you come from no mans wharf, if you come from behind he never kicks it, and when he kicks it, it never reaches the bottom, it always explodes half way thru the stairs, you need to bait him away from the barrel and push it down yourself, the barrel rarely explodes by itself so use the fire sword, bombs or the pyro flame
