This is accurate information. You'll have to burn an ascetic after you kill him 12 times. I've done it before on Scholar. It would be really convenient if he spawned forever, but it's just not the case. Also, make sure you're not in the rat covenant, as he won't spawn if you are a member.

I've farmed 50 Awestone from Rhoy not even 2 months ago just fine. He does spawn indefinitely if Harval's Resting place is +2 offline, while in the CoC.
Right. I'm wondering if the OP even burned an Ascetic. It's an easy mistake to make.
In DSII it was like the fextra said, no unlimited farming only 12x.
So i wanted to know for SotFS before wasting precious ascetics.
But considering that... apart from awestones he is the best soul farming place there is, available like right from the start... everybody was saying that killing the Dragonrider with his drop-in-the-water method was good soul leveling but this is insane O.o lure him 5x one the bridge and you farmed like 30000 souls O.o at SL1 without really having left majula (if you can make the fall somehow and beat mohawk rat to get the Lockstone that is RIGHT THERE after Rhoy... coincidence? i think not
