Best dual wield weapons? and how to make a build?

Dualwield or powerstance? Powerstance typically is pretty bad compared to just dualwielding and using both full movesets. Or onehanding with a shield or twohanding. But there's some fun stuff:

Sometimes l1>l1 is a true combo, like 2x caestus or 2x curved swords. Sometimes it isn't, I don't know an example off the top of my head.
Sometimes r1>l1 is a true combo, sometimes it isn't. For straight swords it is (the heide knight sword type running attack also combos into an l1), for ultras it is, for katanas it isn't.
It doesn't have to be the same weapon class - like if you use the butcher's knife right hand and the lost sinner sword left handed you have an r1>l1 true combo for MASSIVE damage that's a lot easier to hit than an ultra hit.
Drakekeeper greataxe right handed with an ultra left handed has a r1>l2 true combo.

There's a tech/exploit called stance swap that also enables a ton of combos.
Sadly a lot of powerstance combinations are rather impractical mostly because of the things I mentioned at the beginning.

Good dualwield setups are things that have synergy just because of their different attributes. Like straight/curved sword + spear. Rapier + (ultra-)greatsword.
Sometimes they also have extended combos (like 2x greatsword r1 > 1 rapier l1). Sometimes they have quicker combos (straight sword r1 > rapier l1), but because the game is basically dead and gank squads aren't really happening any more that's pretty irrelevant.

There are a few other interesting and useless facts like the heide kniht sword/blue flame light attacks getting standard straight sword swing arcs if you attack with another light weapon (I believe it doesn't even have to be another straight sword) first and continue the combo with the HKS/BF.

I prefer the Spider Silk. More range + Less damage = more fun.
idk i don't see too many things funnier that doing an obscene chain of hexes that do like 2000 damage a second to a crowd of cocky co-oppers

Anti-gank build? I can appreciate that.
lol DS2 doesn't have ganks just co-oppers. and I love invading co-oppers.

Well that of course depends on the weapons that you want to use... in general the idea is the same as for any other build:
If you want to powerstance you need 1.5 times the highest Str and Dex requirement, rounded down.
If you want to avoid powerstance to instead use the full offhand moveset including twohanding that weapon do not have 1.5 times of the requirements in at least one of those stats.

But the optimization aspect is only important for PvP. In PvE it doesn't really matter.
helixodon - oh wait :'(
