Is a build with a shield viable in DS2?

Shields are viable in all the games. You just need to know how, and when to use them.

Heck, I saw a great use of shield blocking during the last boss in Bloodborne (on YouTube) so you can do it even in that game, if you want!

You can dual wield the two shields that sellsword luet uses if you want a complete shield build. every fight is a battle of attrition but you got some great defense

Yes, and what I loved about Havel's Greatshield in Dark Souls 2 is that the L2 does a shield bash (in dark souls 2 it's more like a shield slam), not the rock transformation buff thing from Dark Souls 1 that consumes like 70% of the shield's durability. Also there's a DLC ring called the Baneful Bird Ring, which reduces stamina loss when blocking. <---Wear that ring, cast Strong Magic Shield onto Havel's Greatshield and lose like no stamina when blocking.
