Sun and Bell Bros are too hard especially on low SM so I would'nt count them.
Anyway I believe that no one maxed Dragon covenant. So as long as you will avoid those three covenants you should be fine

The ♥♥♥♥ bob and bs are 100 percent the hardest to max.

Wheelchair is the easiest.
The others are all a bit of grinding so it's up to luck.

Way of the Blue is really easy. Just remain in it until you have killed 10 NPC invaders. There's also an extra invader in every bell keeper and rat covenant area(4 in total) if you play offline.

Ah completely forgot about that one. Yeah, it's even easier than the abyss one

Sunbroing with the agape ring between 39-129k is ridiculously easy. Just sit at Heides. Also, bellbros is pretty easy too, just time consuming. Again the agape ring is your friend. Approximately 250-500k for Luna and 600-1000k for Sol. Even Dragonbros is very doable unless you just suck at pvp. BoB, Ratbros, and Blue Sentinels are probably the hardest.

The people suggesting the Abyss covenant are ret@rded, trolling and just being a$$holes. The abyss covenant requires you to beat one of the hardest bosses in the game after clearing three dungeons. Dungeons that respawn, and you have to clear them every time before you're allowed to attempt the boss. Also one of the dungeons is inside Drangleic Castle (it's hidden as well) so you won't be able to start attempts on the boss until you reach the portal in drangleic castle. Just go with the way of blue. It's even easier to max out in SOTFS with all the npc invaders (each invader/red phantom you kill counts towards ranking up in the covenant).

Yeah, Way of Blue is so easy to max out you basically get the ranks for free just by progressing. The Pilgrims of The Abyss are mainly easy if you're a mage build, and it's also the most rewarding if you're a mage (since it gives you access to the strongest hexes in the game). You should bring Dark Orb, Dark Fog and some AoE pyromancy if you decide to try your luck with that.

Seriously - if easiest covenant means that which need smallest amount of time then Abyss is the one.
Of course only if we are counting time spended on doing covenant things, cuz this covenant is somehow late in game.
Oh, and as I know, after you reach a boss and fail attempt, you don't need to do all dungeons again but only last one.
Of course as many others already said BoB is a nightmare. Sunbroing quite easy at low SM. Bell bro same, both need more time than Abyss.

The only way the abyss covenant is the "easiest" in terms of short amount of time spent fully ranking up in the covenant is if you're a god at dodging ranged attacks from two spell caster bosses at once. So many times I died to Darklurker because i ran out of stamina or I ran/dodged the wrong way and just one of their spells usually does a sh*t ton of damage, even with good dark and fire resist. For those of you have played dark souls 3 and fought Pontiff Sulyvahn but haven't played dark souls 2, Darklurker is what I think inspired Pontiff Sulyvahn.

Maybe that's weird but I have beaten him few times and only on my first char I needed I believe 10 attempts max.
If you learn patterns then he's quite easy.
With every next character I had to try max 3 times. Which still gives us quickest covenant.
I don't want to exalt, and no trolling this time I think he's quite easy. As Yal mentioned, get some pyro, as u said, a bit dodging and of course patience and voila!

Pilgrims of the Abyss may not be the easiest covenant, but it can be the quickest depending on your skill. There's no grinding involed, and vlearind the dungeons and beating Darklurker is purely a matter of skill.
