Most notably the priestesses in Amana; they stay down permanently.

This. Normal club for the beginning of the game, Great Club for mid-game, and if you're lucky enough to get it the Demon's Great Hammer for late game. With the stone ring and at least 50 strength you can stagger the ice horses in the Frigid Outskirts. If you have a summon with you who also has at least 50 strength, a fully upgraded greathammer, and the stone ring a coordinated two handed R2 from both of you can literally pancake the ice horses from Frigid Outskirts into the ground.

40 STR, 10 DEX, onehanded Smelter Demon sword. Turn around mid-swing and you can hit a 270-degree arc with massive fire/slash damage. Deals enough poise damage to stun most enemies even without the Stone Ring.

I never said I had a character with those stats. Learn to read. It's simple really. Level strength. More strength. Thought you had enough strength? NOPE, level more strength. Level a bunch of vitality if you want to wear a lot of heavy armor and be able to fast roll. Level a lot of endurance so you can smash enemies into the ground repeatedly. Being serious though, you want some adp because it gives you better rolls and actually gives you poise too. Of course you want a decent amount of vigor too so you don't get one shot.

that guide is for advanced players who are not doing a first playthrough. so much of what you are talking about is for people who are doing a ng+ playthrough or beyond because of all the talk about late game equipment. I have a feeling op is new to dark souls 2.

Replace IR to common rapier and santier spear to bandit axe, the only difference. These are early game weapons

You don't need any upgrade levels, a certain amount of Strength or any specific Greathammer to flatten the horses. Just the requirements to wield one 2h (i.e. 13 Str for the Large Club) is fine. Santier's Spear stunlocks them to death too, but I don't think that it's possible with summons or in higher NGs.
