You can force them to respawn by
1) Joining the convenant of champions (which will also make it impossible for you to summon help from other players / NPC and makes enemies in the game stronger)
2) Resetting the area (albeit at a higher difficulty with each usage) by burning a bone ascetic in the area.
Most of enemies have limit of 12 respawns after this they stop.
You can use ascetic on bonfire to reset them or join company of champions (convenant) to make them respawn endlessly (game is harder in this convenant + no summoning)
You might find areas in the game later on that make you thankful for the option to despawn all the enemies.
Like like satan's gauntlet before Blue Smelter Demon in the Iron King DLC.
Damn those things to hell.
Edit: I know what enemies you meant now. The weapons the Archdrake Pilgrims (they're more like temple knights/warrior clerics imo) use are actually maces, not hammers. Sorry, i'm picky about weapon classes.
-You lose nothing for abandoning your covenant, so switch as you see fit.
-While you're a member of Covenant of Champions, enemies won't lose lives, and enemies will spawn even if their lives are exhausted.
-Being a member blocks co-op, but you can still get invaded.
-The talking cat in Majula lets you leave covenants, and she's unkillable, so you'll always be able to leave CoC when you're done farming.
