Enchanted is overall a pretty bad idea.
Overall the article is kinda complicated, I'll just make a TL;DR:
Infusion and upgrade level are entirely independant.
Every normal weapon goes up to +10, every boss or twinkling weapons to +5.
You can infuse (almost?) every weapon.
Enchanted kills all scaling and adds a very low-tier Int-scaling, but the weapon keeps pure physical damage and the Int-scaling is a physical damage-bonus aswell.
I'd still read it, it's pretty insightful.
I have a char with a lot of intelligence! I thought it would be a good idea to have an enchanted weapon
You get to keep your original damage + with the magic elements for better extra damage.
Overall infusing ain't worth it.
Except that "Great Magic Weapon" and "Sunlight Blade" and other such spells also increase any existing elemental damage the weapon already has if it matches.
So if it's a Magic Weapon +10 and you use Crystal Magic Weapon on it, you not only get MORE magical damage, but the already existing magical damage gets increased by something like 30%.
You might be getting this game confused with Dark Souls 1 and 3.

enchanted will almost alway perform worse than other infustions, even at 99 int. If you must have pure physical for some reason, raw is usually the go to if you don't have good str/dex scaling.
There is two possible exceptions: the moonlight greatsword and the watcher greatsword. They both have a lot of magic damage to begin with and enchanting them converts it to physical, and they retain a decent amount of int scaling.
in NG, there is really no reason to use enchanted. Every part of the game can be completed with an appropriately infused weapon and spell buffs.
