You get it from the twin pursuer fight in drangleic castle throne room in NG+. You could summon them in NG by using bonfire ascentic.

the only way to get it in NG is burning an ascetic at the king's gate bonfire at the castle.

And good luck fighting the twin persuers. If you kill one, but die before you can get to the item, the item is lost for the duration of the cycle unless you burn another bonfire ascetic.

You have to kill the final boss to use an athetic on the needed bonfire.

twin pursuers are a pain to fight. Make sure you take bashful ray with you

One (cheap) way to kill them is to lead one of the persuers outside the door of the throne room, then he will despawn. As long as the other persuer is still inside the room and you run back into the room in time then you only have to fight one persuer. Once you kill him, just rest at the bonfire then come back and finish off the other one.

So I need to grab King's Ring; then defeat Throne Watcher/Defender and next I can burn bonfire ascetic at King's Gate and fight twin pursuers ?

Best?

1. Play the game till NG+100
2. Kill twin pursuers every time possible
3. Discard 99 RoB+2 rings
4. Now you have your RoB+2

You can also just use striking dmaage
