At max stats, the SCH edges out the GWC by about 20 AR. However, the GWC has mostly base damage, whereas the SCH is mostly scaling, so the GWC buffs significantly better. With RoB+Flynn and a spell buff, it looks like the GWC will come out ahead by maybe 10-15 points. But its hard to say for sure since spell buffs aren't perfectly understood.
However, if you wear the dark clutch ring, the SCH is once again ahead, even considering buffs and other rings: innate elemental weapons get a good boost from the clutch rings, but infused regular weapons do not.
Just looking at the effects of max stats + rings, SCH wins. The only reason it can compete under those circumstances is because it buffs much better.
So, that's the 5000 souls, the Dark Chime of Want, 99 Int and Fth, offhand Blue Dagger, Black Witch Domino Mask, Abyss Seal, Dark Clutch Ring if I didn't forget anything.
I hit for a bit over 1000 with an uninfused Chaosblade once, no buffs, counterhit. RoBFlynn and Leo. 50 Dex, 2h WDR1. 1000 is so easily possible if you're just a bit creative.
Dark Helix Halberd 2hR2 counters w/ Resonant Weapon, RoB, Leo, RTSR and the Dragon Torso buff at low health almost oneshots and pretty much always twoshots the people I meet at 80mil SM on the Iron Keep bridge.
