There are multiple pursuers because if you go into the throne room in Dragleic castle on NG+ two Pursuers appear and drop the, "Ring of Blades+2".
I know there's a popular theory of P being the protagonist from DkS1 who lighted the bonfire, but I don't think that was ever confirmed, right?
There's other pursuers later on, but they don't have anything like that.

They do drop twinkling titanite which is pretty valuable. Definitely worth fighting them if you're up to it.
