It isn't. Seems like you didn't even try it, but jumped on the bandwagon. It's not as strong as a pure mage, but it's far from weak or "garbage". The beginning is ♥♥♥♥ because the basic Lightning Spear is pretty bad, but just aim for Heavenly Thunder asap. It's pretty good against bosses.
And when you're in the midgame, got the Dragon Chime and got your stats right, it's quite good. It would be OP if it got the power of Sorceries plus the support of the arguably best buffs, regen-spells and heals. The beginning is kinda rough, but with a bit of planning you become a pretty powerful caster rather early.
For my faith char i havent even made a proper faith only build, but im still oneshotting or nearly oneshotting most mobs in ng+. As archery the wandering ds2 wiki said, faith becomes quite powerfull on higher levels.
Just wiki it, they're all pretty accurate.
