Ignore what the first poster said above as that's not the game camera's scanner mode.
Just because the scanner has the similar filter effect as that, he mistook that graphical filter as a camera mode when clearly, you're not even using the camera app.
I usually get that graphical glitch with or without AkibaInterceptor installed. It happens when your character dies and respawn you get that weird filter effect. You've probably raged quit last time you left the game after you died but managed to saved where you left off.
Restarting the game should fix it or just go press Start > Presets > Any random presets except default > back to Default again.
This is how I get to solve mine. If it doesn't work for you then I can't do anything about it anymore.
