Report a translation problem
It's under "Display Adapter Properties" in Windows 10, im assuming in 7 and 8 aswell.
I thank you so much for your reply to this, as I was starting to think I would find no help or solution to this issue.
I have to go out now here, but I will try your suggestion ASAP, when I come back and update the thread.

You have just made my day here. I guess originally, I assumed that Nvidia control panel sttings would override the game or Windows settings, but of course setting the diplay to 60 Hz. totally makes sense, and did indeed work.
What I did was follow your suggestion above, then go back to Nvidia control panel, and set the game there to use the game's Vsync setting.
Then in game, I set the Vsync to "on". Instantly, even in the launcher menu screen, the game started running at 60 FPS, nice and smooth.
I loaded up my save, and confirmed this in the game itself. Nice and easy 60 FPS. My GPU now shows using about 35% as compared to the near MAX usage I was seeing before. The fans even cannot be heard now, due to these changes.
I really appreciate your time and suggestion, as I can now play this game without the concerns I had. THANK YOU !!
