Where my 3 talents?

I do roleplay build ' Raistlin Majere '
Gray Elf Wizard with max possible Learning, Mana, willpower and minimum possible Strenght and toughtness.
Actually attributes is
St-3, Le-31, Wi-20, Dx-13, To-1, Ch-3, Ap-17, Ma-29, Pe-16;
1+ 1 (for Mana>18) + 1 (for sum divisible by 7).
BUT when, i go choose talents, i have only 2 talent points.
Why?

Due to a bug involving minimum stats, class stat penalties, and age bonuses, you are starting with 2 Toughness instead of 1, which messes up the total. Taking one point out of another attribute would give you the three talents.
