Launch Error - Extraction Failed *Solved*

When I click play I receive this error. After clicking OK the game attempts to launch and I get the black screen issue. I've attempted every fix posted in the sticky topic related to black screen, but the issue persists

Error Msg -
Extracting Files: vcredist_x86

Extraction Failed:
The filename, directory name, or volume label syntax is incorrect

Laptop specs
Intel i7-4700MQ CPU @ 2.40GHz
16 GB RAM
Windows 8.1 Pro
nvidia GT 750M
Ensured all drivers are current and I have installed every version of VC dist packages that are compatible with my system.

go to the game in steam, right click. go to properties, local files then verify game chace.

I followed your instructions, it said validation successful and the issue still remains. I've also tried reinstalling the game as well as the dist packages.

I finally solved it. For me I had to go to Control Panel then under "Clock Language and Region" I clicked on Region and then the Administrative Tab I clicked "Change System Locale" and set it to English (US)

I had previously changed it to play Blade and Soul on Chinese servers. I overlooked this setting when I was changing my location. Hope this helps! Game works well for me now :)
