How to paint individual bricks...

Is there a way? Am I missing something?

If you use the paint brush given in the brick building tool, it will paint individual bricks. If you need the texture from the paint tool, try holding Q until the tool is at it's minimum.

Note: Even at it's minimum it can be hard to paint single bricks, so use the brick building paint brush when possible for precision painting.
