under Mouse!
I myself am having a very tedious time because when I move the mouse to place a brick for example the in-game cursor takes half a second to follow... so it is always like an echo effect... this does not happen when I hit Esc though... it is a game performance thing that hits the mouse sensitivity.. for example when the game starts the mouse is fine, then when that big spinning earth shows up, the lag starts!
Update: I've felt it got somewhat better after I turned off ALL of the game effects and visual features. It isn't yet 100%, but for the meantime, when I want to build, I'll switch all off, and when I want to roam around taking pics and enjoying the view, I'll turn them all on and up!
as the game progresses in development, so will the performance issues imo
