Also I would recommend using the custom world options to remove anything that spawns, cause the spawn locations won't move with the ground, then next thing you know you've got things spawning into, or on to, your buildings.

But it will be covered in water and caves with chests still spawn underground so not so not exactly ideal for building either.
If you're comfortable with PowerShell you can use my method, I build a single chunk the way I want it, then have a script duplicate and rename that file to fill a world with it. no caves, no water, no clouds, no props. I would however strongly advise to not go all the way down to the bottom (indestructible bedrock) because there are some bugs that can cause more bedrock to generate and the only way to get rid of it is resetting the chunk.
