Issues trying to unlock the Dragon Wizard (PS4 version) (SOLVED)

I've been trying to follow and understand these outdated 4-5 months (some over a year) ago guides to unlock the Dragon Wizard. The issue is the Spooky Girl.
One guide says to go to the Lawless Lagoon. Seeing how I've collected all 100 gold bricks, I created a custom Medium-sized world with only that biome, and flew to every green beam. None of them were the Spooky Girl.

Another guide says the Spooky Girl is at the Weird Woods. Seeing how this is a Halloween themed biome, it would make sense. So again I did a Medium-sized world, and found her..sort of. She had a lone zombie punching her which I killed, but I didn't get her. Kept looking and found another Spooky Girl, this one carrying a Gold Brick. She wanted me to place a Campfire down and two Logs. I did, got the brick, and.. I didn't get a red gem. I did manage to unlock her and purchased.

Went back to the 'galaxy map' and created another Lawless Lagoon world, this time only having the Spooky Girl. Went there, and none of the questgivers are her, yet I've seen her walking around as a regular NPC.
I'm confused and frustrated at the same time.. Don't tell me I've already screwed up the entire questline.

Please, someone give an up-to-date guide. This is ridiculous.

this is the Seed you want I use it on the PS4 163-193-103 D.

There is only 4-5 quests in the word and she is one of them. I got it from a site not long back it help me and both my kids on their files. So that is 3 confirms as of last week.

I'll try that seed and report back with my findings. I pray she's there, doing what every guide claims she is (and offers a red gem).

EDIT: I believe I found the Spooky Girl (finally). Last green beam. She wants me to help her with some research.

Alright, I've hit another snag. I've completed the questline up to the Dragon Wizard unlocking the dragons, (the dragons are still locked). There's a scepter I hear that he uses to unlock, and his main questline is also in Wicked Wasteland (of needing a lot of stuff to unlock them).

I have yet to find him as a questgiver, and I've tried two worlds that are only as this biome, and all I see is his standard NPC form (who wants me to build the Castle for him after giving him the Fire Dragon Egg). Are there cordinates in having a guarantee of finding him?
Some say to 'reload the world'. How do you do that on the PS4? The only way I can think of, is delete and create another one.

Copy the coordinates and go to another world, delete the previous world. Enter the coordinates and world is "reloaded" so you can try it again.

If you've met all the requirements for the dragon wizard quest, you'll find him in the wicked wastelands as a quest giver with a crystal scimitar: 221-446-662 J

Alright, thanks. Tried that and those coordinates, yet the Dragon Wizard is still a standard NPC, either cowering from troll warriors, or wanting me to build him the castle (and awards me with studs). I tried removing all of these duplicate Dragon Wizards walking around the lava biome, but that doesn't fix the issue.

As I said, I defeated him and gave him the Fire Dragon Egg (which means I have met all the requirements), I unlocked him and purchased, and then the questline stops. I need him to be a quest giver. Yet it's either I have to beat him up again and he wants yet another Fire Dragon Egg, or he wants me to build him a castle.

All I'm finding is the research lady wanting me to complete a building, and other quest givers. But not the Dragon Wizard. None of them are holding the Crystal Scimitar.
This is really worrying me. Am I doing something wrong? I followed the guide to the letter.

Where abouts in the Wicked Wastelands would he be, for correctly showing up?

EDIT: ♥♥♥♥♥♥♥♥♥ I finally found him as a quest giver, carrying the Crystal Scimitar. Created a Huge world, and after so many fails of looking for him, I finally found him.
