Where is the LEGO City biome?

Very early in my last playthrough I got an adventure mode world with a tiny modern city in it. I've been trying ever since to find/create a world with a bigger modern city in it but to no avail. Why is there no "City" biome, and which biome whould I pick instead?

Cities are not biomes in itself, they are elements that have a chance to spawn in a specific biome like dungeons and quest hubs. When you've collected 100 gold bricks you can create custom worlds with the biomes that have the towns you want.

If you can't create custom worlds yet, each biome has a unique colour pattern on the preview maps, once you know what you are looking for you can generate random worlds until you get one that includes that biome. Doesn't guarantee a city but good odds.

I can create custom worlds but didn't get any cities yet. Guess I'll just have to keep trying :-)
