No game play mechanics have been directly teased, so there isn't much more we know at this point.
At E3 a type of build quest was discussed where you had to follow instructions, I would have to go searching for the exact wording but I think it was an integral part of the gating mechanic that lets you go to another island once completed, like to build a specific raft you had to gather the necessary components.
Obviously all subject to change, we've seen nothing but a teaser.

Maybe they are waiting for that? But LEGO did release info on the 2nd Wave of Ninjago Movie sets so in theory if it's OK for them... Or maybe the game needs one more patch before it's released and it's held up somewhere.
Monsters pack should be scheduled for Halloween so they could also be consolidating everything in that update.
Samurai VXL is one of the coolest looking vehicles so far, the entire cockpit compartment tilts as you steer. Just a shame vehicles continue to be slow and little use for racing, but I figure that's due to world loading.
