Do those city quarters snap together? Because I've tried to match them up and it's next to impossible as far as I can tell.

Not impossible but these very big builds are rather difficult to put together so Undo will be a lifesaver, a couple tips to help with Ninjago City:

-use Free Build, this will give you much more control over the camera than the Discovery Tool and precise positioning
-turn off Blend, (X) on controller or 1 on keyboard, this option may mess up areas where there is an overlap like bridges
-flatten enough space for all parts so you don't have to worry about getting the height correct, or place them in the sea.
-the blue placement outline is larger than the Brick Build so you have to aim for an overlap of roughly a brick at the border
-trial and error, place it and check how many bricks you are off then Undo it and correct the next placement accordingly
-all parts are in same orientation, so when you select a Brick Build you don't have to rotate it to fit it with the previous part.
-look at the edge of the base to line up parts, road guard rail can also be a handy reference point
-You can switch to second player to get a closer look while you're placing it, on PC that's F2 on consoles you need an additional controller and press start.

Thanks again for the "head up" Doc. Is there a chance to see, how the parts of the city belongs together? I am not really common with the Ninjago-universe..
