Report a translation problem
Water is generated vertically by the top layer of water where it meets the air. So if you want to create a space of air underwater you need bricks above the air cells to block water from filling it in again. Assuming your interiors already have ceilings you can use the Landscape Tool Remove terrain to clear the water or fill it in with bricks and then remove them.
But this is would be a tedious process.
So if you already built underwater I would suggest to first get your build out of it by copying the entire thing and putting it above water, by default the copy tool will not include liquid bricks. Once you have it out, create a big ceiling with road plates underwater over the area you want your underwater building to be. Clear that section of water with the Remove terrain tool. Once it's all dry put your building back. Now remove the big plates. Water will flow down again and the parts that are covered will remain filled with air.
You will probably end up with some unwanted air spaces if your underwater structure is on pillars or something, you can fill those with the Landscape Tool Add Terrain, River Water, Only Replace Air.
Also, what happened to the spherical landscape tool? I can't seem to find it anymore.
Press 2 to change shape, just like all the other tools.
The answer I came up with to stop myself from repeatedly asking this question is this (CAUTION 100% SPECULATION AHEAD):
LEGO Worlds is one of those projects you can put anyone on when they aren't occupied with something else. There are always assets that can be added, features that can be improved, systems to be expanded on.
Right now 3 major releases are in the pipeline. LEGO Marvel Super Heroes 2, LEGO Dimensions Wave 9, and LEGO Ninjago. So the programmer needed to add those simple quality of life things is currently busy with more urgent stuff. I'm still amazed Survivor mode is scheduled for fall, I'm counting on a substantial delay.
EDIT: And I forgot a 4th release, LEGO Worlds Switch edition. But that one would be a reason to get the bigger annoyances out of the way prior to release.
