How to spawn silver fish?

What do I need to spawn silver fish, so that I can give some to black cats?

The balloon lady sells them, 10 in stock at a time. I don't know if I've ever caught one in the water though (I'm one of those who don't get the pop-up saying what I just received), so I can't say if they're spawned by actions, or just random like the other fish.

Didn't know you could buy fish.. so if I create a small pond or river I can just buy it off the lady and throw them to live in the pond!

I was just wandering around underwater and the fish say "must be caught". Is there no way to actually catch them somehow?

Just swim into them, there is no animation and no need to attempt to "grab" them or anything.

An easy way to catch fish is to make an hole with the landscape tool from the surface of the sea to the bottom (few bricks under the water line) of it so you get an empty pillar. Then you wait for a fish to fall in it then you just have to walk on it to collect.
