i think its more to get the network sync working with more players then the server hardware ... having 20 players on a server would raise the data who has to be send by 500% and the sync between all players even more
and btw friends of friends are also able to join your game dosnt matter if u have them on your friendlist or not
What you dont seem to understand is that there would be ALOT of data, lets for example compare to minecraft, this game has a much higher detailed terrain (smaller voxels) and not only does everybody have explosives (wich would be somewhat managable) they also all have powerfull landscaping and pasting tools, wich need to work on a brick-by-brick basis to support you spawning your brick build in your friends game, so just any landscape changes alone would be alot more data then they are on minecraft.
And then Lego worlds also has a lot more vehicles, weapons, creatures, dress-up-options, special actions (playing instrument, using a drumkit, turning on a tv, grappling, etc) and items overall, plus physics, oh and breakable objects and chests and quests and all that too.. All of this data needs to be relayed back and forth.
Its definatlly not that its impossible, its just that there will be a cap to the amount of data that can be handled, if 12 players decide to landscape at the same time within your view distance, you will get a ton of updates as hills and valleys are formed and objects/creatures/vehicles move around because of it. Up to a point where your computer or internet may struggle keeping up, causing lag, wich nobody wants. So they will implement a max player count where everything still works ok on a normal system, wich will be in the 10's or 20's.
