Spooky Girl never gives quests.

So after getting 100 gold bricks, I decided to make a huge world with nothing but the spooky forest biome in hopes that I'd eventually unlock Spooky Girl. Here's the thing, not only does she not give quests, but sometimes I'll go to a green marker on the map (a marked quest), and when I get there... nobody is around except for Spooky Girl, which is confirmation she's the one supposed to be giving the quest but nothing pops up, no thought bubble above her head. I'm assuming this is a bug, and is quite annoying after 2 hours of searching for her to give a quest. I really want to use her hair on my character.

Okay, after about another 30 minutes or longer of searching I finally found a Spooky Girl that wasn't bugged. I completed her quest, got her hair, I'm happy. But I still think this needs addressed to save other players a headache.

When a questgiver isn't giving a quest, I don't think it is actually a bug. There are usually prerequsites that must be completed first. Over time I've had nearly every frozen questgiver give me more quests. If there is an item that questgiver wants to give you and you already have it, you will not get the quest until you sell that item. Keep that in mind.

She also appears as a green dot quest in the Lawless Lagoon. That's how I got her.
