Can someone give me detailed instructions on how to unlock the dragon wizard?

you need to find a dragon egg which is only in chests i think, then give the dragon wizard the egg and you can unlock him, lego worlds twitter showed a vid yesterday on how to do it

Those are blank bugged quests.

What I've heard is that you need to first find a dinosaur tooth (I got one from the trader)

Then give the tooth to the Dino tracker woman (in the rainforest)
And she will give you a water pistol,

then give the water pistol to a fisherman and he will give you a dragon egg,
I believe that will cause the dragon wizard to spawn with his chain quest in the volcanic biome.

This is all in the 'How to Find/Unlock' thread, please read & use that for your further questions regarding dragons and other 'rare' stuff, we really dont need a wildgrowth of threads on this. Pretty please with icing sugar on top.

Heres a quote from that thread (page 36) that awnsers your question in complete detail, i can confirm the below works, it did for me.

Its very important that you do each step in order, you may already have a dino tooth water pistol or dragon egg somehow, but if you did not complete the quests mentioned above, you will not progress towards dragon wizard/dragons. If you need to get rid of an item (for example you wont be offered a waterpistol if you already have one, since you can only have 1 waterpistol) you can sell too the balloon vendor, after pressing E to enable her sign thing, press F to go into selling mode.

They want you to save them, you should attack the monsters/pigs and kill them all (including some new ones that will spawn) once you're done the npc with the block will cheer and hand you the block.

This is actually a little more involved than people think. First, go to the Weird Woods, the classic Halloween biome, and look for a green quest marker from a character called Spooky Girl. Look for her quest where she wants you to help rebuild her garden.

Once that's done, go to Lawless Lagoon, the swamp biome. She will have another green quest there now too, but it's really rare, so it may take a couple worlds to find. Once you do, build her a cauldron and some cave mushrooms, than give her two Pumkin Head items. She will give you a Red Gem. The quest will seem to halt at that point, but don't worry about it.

Find the Crystal Crags biome, and find the Jewel Theif walking around with a Dino Tooth in her hand. This one is not a green quest, just a random one. Trade the gem for her Dino Tooth.

Go to the Jungle biome (forgot it's real name) find the Dino Tracker walking around with a blue Water Pistol. Trade the tooth for it.

Go to Fungus Forest, the giant mushroom biome, and find the Fisherman randomly walking around with a Fire Dragon Egg. Trade the pistol for it.

Finally, go to Wicked Wasteland, the volcano, and find a newly spawning Warlock. Defeat him, and give him the dragon egg, which will unlock him. Now he will spawn as a rare green dot quest in the same biome holding a Crystal Scimitar.

But...
I made a huge world which is 100% Weird Woods, went on every green point, I didn't get a quest for rebuilding a garden. Is this quest rare? Are all above mentioned quests rare?

I don't think it's rare, but maybe there are more steps further back to activate it. We had to work backwards to even figure out how to get the Water Pistol, so we aren't even sure where this whole chain exactly starts. It took someone to actually break into the game files to figure out how to do it.
