Town people and unlockable body parts

I've reached my first town and found the randomly generated townsmen and townswomen. Doing a quest for one of them lets me discover them and after that every townsman appears as already discovered. I was expecting all the different parts they can be made of to appear in my character customization menu but they didn't. Things like the top hat or the clown hair that I see some townsmen wearing, how do I get them? Do I have to unlock them by discovering the non-random characters that use them?

I've got policeman (serious) legs and farmer (bearded) arms. so It might be by helping those town folk you unlock those unknown minifig parts.

Both policemen and farmers are ingame as full minifigs you can unlock normally. I've done quite a few quests for townsfolk and don't seem to have unlocked anything from them, but they all appear with the light blue outline of "already discovered" when targeted with the discovery tool.

These parts you mention are found in chests. Keep opening them.

These parts are for your own customization, ofc. All townsfolks you spawn can have random parts you didn't discover yet.
