If the Brick icon vanishes, it mean you got too far away from the NPC, go back the way you came and it should pop up again.
If you see the Brick icon and there's only 1 or 2 people around, neither of whom appear to have the Gold Brick, just follow them around for a bit. They may have been doing something and had put the Brick away. They'll pull it out again and allow you to do the quest.
I just said tho that it's a yellow circle, not a brick
If you had initially said you saw a yellow circle I'd have told you that you either saw something which no one else has reported having and therefore its purpose is currently unknown to us, OR look closer, it's a brick not a circle.
In areas with a lot of treasure chests, turning the camera's angle so that two or more of the light beams align, will result in some of them appearing more vibrant than others. Depending on the graphics settings some may appear yellow and others gold, but it's only in relation to each other; an illusion.
